Ginger, I think you have summarized accurately.

I think the concern over ignoring the merit cap entirely comes from this statment (from the other thread): "NPCs do not need to follow the rules of the setting document." If that's not a concern, great!

Ultimately, you're the GM, Ralph, so your rules are the rules, but I agree with Paul here. My sense is that merit points reflect "specialness" (I've heard and seen you use that particular word multiple times), and that being a rare clan or path is considered a type of "special", and I don't have any...

I don't have a problem with the idea of Staff spending XP for me, but our current system seems to boil down to NEEPs never getting spent for players who use XP expenditures to reflect their role-playing experience, and being used as a stopgap in cases where players aren't reflecting their role-playi...
