The setting document is just variations on the core rules, which add or subtract sect-specific merits and flaws, increase or decrease clan & bloodline rarity costs, etc. I don't think the intention was to imply that NPCs would be categorically ignoring the 7-point merit cap, which is a core rule...

You're right that I hadn't considered in my example a Tremere Anarch or Ventrue Sabbat... but I did note: "Sabbat pay Sabbat prices."
