There is a staff section to the boards - there is a Downtime section there. Each character has a thread which lists all their submitted downtimes. We use moderator powers to make it so that these downtime posts look to be posted by that character's account so that it is easier for us to quickly tell...

You can bcc a whole group of people and have not a single recipient actually listed - it is a way to send the same pm to several people without them knowing who else is getting it.
