Winifred is a Malkavian academic who was traveling around the east coast from the late 1950s until around 1990. She then started moving west, mostly to areas that had good universities.

Sure, if Winifred was in Philly during the 80s and 90s, she might have run into Niobe.

She probably at least visited. I figure she would have met people who lived in Philly in the 80s, but not know them well. I know there have been a bunch of people from that area. If anyone else in that area wants to get in on the idea of at least having met briefly/recognize by sight, let me know.
