Character Ties?

Looking for PCs that:
A) Want a character tie
B) Were in Seattle 1970, 1985-90, LA 1975-77, 1990-96, Santa Barbara 1978-85, San Luis Obispo 1996-2003, Salinas 2003-11, Stockton 2011-14, Livermore/Fremont/Hayward/Pleasanton 2015.
C) Are involved with the High Tech Industry
D) Have been among Anarchs for extended periods of time
E) Are a member of the Guild of Chronos, or very close to members of the Guild (it could happen!)
PC in question is obviously a techy Toreador with Anarch ties. Also really good with electronics. Also a druggie later in life. Also an engineer. Also likes music.
