PC tie-ins for new character

I'm preparing to bring in a new character soon and I'm looking for possible character connections for him.
If your character has been, for any significant length of time since 1871, in:
* Central Europe
* Ukraine
* Berlin
* London
* Luxembourg prior to Gehenna
Or is familiar with the major courts of Europe before the events of Gehenna,
Or was involved in the European theatre of WWI or WWII (Axis and/or Ally), or knows anything about high-stakes theft rings...
