It's a plausible reaction to acknowledging the existence of antediluvians, if you think about it. Elders don't want to risk themselves by traveling as much as they once did, so it becomes increasingly demanded that ghouls be able to act more independently and with more conferred authority, which begets a fashion based on the most lenient extant attitudes on the subject.
